Recently, the Directorate for Roads of Vietnam has sent a written request to the Road Administration Department II and Vietranstimex Multimodal Transport Holding Company (Vietranstimex) to chair, and coordinate with related agencies and units in reviewing, inspecting the condition and reparation of a number of damaged bridges and highways, in order to create favorable conditions for the transportation and circulation of goods in general and for transportation of "oversize - overweight" equipment for wind power projects in particular in Quang Binh and Quang Tri provinces.

In report in Quang Tri Province, there have been 31 approved wind power projects with a total capacity of over 1,177 MW and 53 projects with a total capacity of over 2,853 MW have been submitted to the Ministry of Industry and Trade for review and supplement to the planning.
From the beginning of 2021 up to now, Quang Binh and Quang Tri have simultaneously started construction of many wind power projects with oversize – overweight equipment of very large size and volume transported through sections of the national highway and Ho Chi Minh road. However, at present, the transportation is facing many difficulties due to some bridges are badly damaged.
Namely, Room Bridge (Km 606+418/QL 1, overhead at Km 665+26,15/QL1) on NH1 and NH9, Quan Hau Bridge(Km 671+500/QL1), Hien Luong bridge (Km 735+125/QL1), Ba Ngao bridge (Km 43+889/QL9), Khe Sanh bridge (Km 65+528/QL9), Gianh bridge (Km 625+500/QL1)...
These bridges are located on the route relating to transporting wind power equipment from Hon La Port, Quang Binh province and Cua Viet Port, Quang Tri province project sites in the two provinces.
According to Document No. 5802/TCDBVN-ATGT dated August 16, 2021, the Directorate for Roads of Vietnam has issued a document directing the relevant focal points to handle the situation in order to promptly fix problems on the road. Specifically:
Firstly: On side of State Management Agency, the Directorate for Roads of Vietnam assigns the Road Administration Department II to be responsible for coordinating with enterprises, providing the current status of bridge and road works on the transport route. On the other hand, the Road Administration Department II allocates personnel, time, and creates favorable conditions for coordination in surveying and assessing the load capacity of the works and organizing traffic, adjusting and reinforcing roads (if any) and inspect, monitor, evaluate, as well as report the results of the survey and calculation of the consulting unit.
Secondly: On side of Enterprises (Investor and Transport Units), Vietranstimex Multimodal Transport Holding Company, which has been transporting equipment for a number of wind power projects in Quang Binh and Quang Tri provinces, is requested to be responsibility for hiring consultant to survey current condition of the bridge, evaluate and inspect the bearing capacity of the bridges on the whole route from Hon La Port and Cua Viet Port to the area of wind power projects in Huong Hoa - Quang Tri... At the same time, direct the consulting and design units to actively coordinate closely with the road management units, the Road Administration Department II and related parties during the survey, construction, repair and renovation (if any) and report to the Road Administration Department II before September 3, 2021
Work for Gianh Bridge (Km 625+500/QL1) should be done before August 25th 2021.
Under experts and managers’ point of view, it is reasonable and timely when a specialized enterprise with many years of experience and strong financial capacity jointly act as the focal point for surveying and consulting, calculating, designing, organizing the road and bridge (if any) reparation in the context of the complicated Covid-19 pandemic to meet the urgent progress of the wind power projects in particular, and traffic safety in general
This is also reality for a unit who has been transporting equipment for wind power projects in Quang Binh and Quang Tri to hire consultants to survey, calculate and organize construction and reparation of bridges and roads (if any). From this "assist", it is certain that the time for surveying and repairing bridges and roads in the area will be shortened, contributing to speeding up the progress of wind power projects in time to put them into operation before October 30th 2021 (the expiration date of the Government's preferential mechanism for wind power).
Experts also note: In order for the survey, assessment, inspection and repair of bridges and roads on these routes to be quick and effective, investors of wind power projects and transportation units in the area are requested to coordinate, support to share and contribute funds and agree on the schedule so that the assigned unit can urgently implement.
